Government Policy Announcements
- During the March 4 – 8 annual meetings of the NPC and the Chinese People’s Political Consultative Conference (CPPCC), Professor Li Jinghong of Tsinghua University and CPPCC delegate proposed that the Chinese government adopt an AI promotion law to accelerate the development of AI in China.
- During the period of reporting, the Chinese Ministry of Commerce (MOFCOM) added 10 U.S. companies to its Unreliable Entity List, imposing significant trade and investment restrictions on those companies. The affected companies include Huntington Ingalls Industries, Cubic Corporation, Teledyne Brown Engineering, as well as others involved in the defense, aerospace, and intelligence sectors. In addition, citing national security concerns, MOFCOM added 15 U.S. companies to its Export Control List.
- On March 3, the Fuyang District government of the city of Hangzhou issued a call for public opinions on its draft 2025-2026 action plan on future industries. The draft action plan prioritizes the development of advanced materials, humanoid robots, low-altitude economy, synthetic biology, hydrogen energy and energy storage, and aerospace information.
Patents
- China Telecom Digital Technology Company, Ltd., a China Telecom subsidiary, reportedly secured a patent for “a method of space-ground integrated transmission optimization and topological mapping based on 6G.” The patent reflects China’s ongoing effort to develop its 6G capabilities.
Standard Setting
- China launched a global initiative to develop post-quantum cryptographic algorithms, aiming to counter the security threats posed by quantum computing. China’s latest initiative is in direct competition to similar U.S.-led initiatives.
Industry Activities
- On February 22, the first Quantum Annual Conference was held in Haidian District, Beijing. This was one of the landmark events in Haidian District’s effort to build a global quantum technology innovation hub. At the event, the establishment of the Zhongguancun Quantum Technology Incubator, the first Chinese quantum technology incubator, was recognized as one of the “Top 10 Influential Events.” Chinese investment institutions such as CASSTAR, Baidu Fengtou, and Lenovo Venture Capital were also recognized as top venture capital institutions at the conference.
Products and Discoveries
- On March 6, Chinese AI firm Manus AI launched a general AI agent that the company claims to have achieved state-of-the-art performance across three levels of difficulties, even surpassing OpenAI models. The company co-founder stated that this tool is “a truly autonomous agent that bridges the gap between conception and execution,” rather than just being another chatbot or workflow tool.
