Alan
Kohler
Alan Kohler
Alan Kohler is President of Pamir, bringing more than 30 years of leadership experience across counterintelligence, cyber, and national security operations. As the former Assistant Director of the Counterintelligence Division at the FBI, Alan led some of the U.S. government’s most critical efforts to identify and mitigate foreign intelligence threats.
Earlier in his FBI career, he served as Deputy Assistant Director for China, where he oversaw the Bureau’s strategic and operational focus on counterintelligence efforts related to China, including its impact on U.S. national and economic security. He also served as Assistant Legal Attaché in London, advancing international intelligence collaboration and operational coordination with key allied partners. Earlier in his career, he was a member of the Evidence Response Team, supporting the FBI’s response to the 9/11 attack on the Pentagon.
His contributions to national security have been recognized with the Attorney General’s Award for Exceptional Service, the FBI Director’s Award for Outstanding Counterintelligence Investigation, and the Exceptional Achievement Medal from the Director of National Intelligence.
Mr. Kohler holds both a Bachelor of Science and a Master of Science in ceramic engineering from Rutgers University.

Mulvenon
James Mulvenon
James Mulvenon is VP, Intelligence at Pamir, bringing more than 30 years of experience as a leading expert on Chinese cyber strategy, technology transfer, espionage, and military affairs. A trained Chinese linguist, James has spent his career building and leading specialized teams of Chinese linguist-analysts to help government, military, and commercial leaders understand and respond to China’s strategic ambitions and evolving global influence.
As a prolific thought leader and author, James co-authored Chinese Industrial Espionage, the first comprehensive account of China’s efforts to illicitly acquire foreign technology. He has contributed to China’s Quest for Foreign Technology: Beyond Espionage and his doctoral research on the Chinese military’s commercial activities was published in Soldiers of Fortune. He is regularly invited to address senior government, military, and commercial executives, and has been featured in The Wall Street Journal, The New York Times, and other international media.
Dr. Mulvenon holds a Ph.D. and M.A. in political science from the University of California, Los Angeles, and a B.A. in China Studies from the University of Michigan.

Piper Lounsbury
Piper Lounsbury is VP, Commercial at Pamir, leading commercial strategy, customer solutions, and business development. Piper brings 30 years of experience advising corporate executives, investors, and government leaders on the business opportunities, risks, and geopolitical implications of engaging with China.
Prior to Pamir, Piper founded and led a senior linguist-analyst team at Red Trillium Associates and served as Chief Operating Officer at a country-risk advisory firm, where she pioneered commercial strategy and frameworks to help clients measure and mitigate risk and corporate exposure. She also served as Executive Director and Head of China Operations at United Technologies Corporation, leading in-country market strategy and business operations, advising headquarters on China government affairs and overseeing multidisciplinary international teams.
Previously, Piper led industry analysis for private equity clients at the China Greentech Initiative, and held senior roles at The Boeing Company and the U.S.–China Business Council, including Vice President of China Operations in Beijing. Highly proficient in Mandarin, her decade of experience living and working in Asia honed her deep operational expertise.
Piper holds an MBA from Norwich University, completed executive leadership training at INSEAD, and a B.A. from Middlebury College.
Jonathan
Ray
Jonathan Ray
Jonathan Ray is Director of Government Analysis at Pamir, and lead expert in Chinese technology, military capabilities, and strategic analysis with over a decade of experience leading language-enabled analytic teams. His work focuses on translating complex developments across China’s defense, technology, and innovation landscape into actionable insights for the U.S. government.
Previously, Jonathan served as Director for Security and Foreign Affairs at the U.S.-China Economic and Security Review Commission, where he led analysis of China’s cyber activities, Taiwan policy, response to the war in Ukraine and briefed the Commission's findings and policy recommendations on Capitol Hill. Earlier in his career, he developed research methodologies, data collection strategies, and analytical products for the Center for Intelligence Research and Analysis, National Defense University, the Center for Nonproliferation Studies, and a commercial due diligence firm. He has published on China’s advancements in artificial intelligence, quantum computing, robotics, and capabilities across nuclear, space, cyber, and naval domains.
He holds an M.A. from the Middlebury Institute of International Studies, Chinese Flagship language certification from Brigham Young University and a B.A. in China and Asia-Pacific Studies from Cornell University.

Leah Holder
Leah Holder is Director of Research at Pamir, combining over 20 years of expertise on China, data collection, and intelligence analysis to lead Pamir's efforts to acquire access to critical data and formulate research methodologies in response to client challenges.
Her expertise was honed as a Chinese language analyst at the National Security Agency, where she supported various China-focused missions. Throughout her career she has supported other Intelligence Community agencies, U.S. Army Counterintelligence, and the U.S. Department of State. She has also led research for private companies focused on developing methodologies for quantifying corporate risk exposure to China.
Leah studied Mandarin Chinese in Beijing and has provided translation support to the DNI National Media Exploitation Center and the Center for Strategic Translation. She holds a M.A. in International Affairs from the George Washington University and B.A. in Chinese Language and Literature from the University of Michigan.

Silka Schreiber
Silka is Director, Commercial Analysis at Pamir, and an experienced researcher specializing in China’s technological landscape and its implications for U.S. commercial and national security interests. She has led the development of intelligence products for U.S. corporations and government clients, with research spanning China’s AI sector, talent acquisition strategies, and evolving regulatory frameworks.
Her work integrates rigorous analysis with strategic insight, having directed cross-functional teams of linguist-analysts, engineers, and subject matter experts to build proprietary databases. Proficient in Mandarin, Silka has lived and studied in China, gaining firsthand experience of its cultural and political environment.
Ms. Schreiber holds a B.A. in Chinese and English from Macalester College and a graduate certificate in Chinese Studies from the Hopkins-Nanjing Center, a joint program of Johns Hopkins SAIS and Nanjing University.
